KCFA Board of Directors Meeting, Conference Call Meeting Because of Coronavirus

Call to Order: 2:30 pm
Consent Agenda: The Consent Agenda and Committee Reports were accepted without change. No new voting members during the last month—no review necessary.
Minutes: The Minutes of the 2/17/20 meeting— M/S/C for approval.
Treasurer’s Report: M/S/C for approval.
Legislative Committee Update: Bruce updated the Legislative Committee Report by noting that earlier in the day the Legislature had announced an indefinite recess because of the coronavirus crisis. As a result, the hearings on SB2955 (51% minimum for blends) and SCR81 scheduled for the afternoon on March 16 were not given hearings. It is unclear what procedures the Legislature will follow after the recess ends.
Sandra provided information on efforts to determine why Hawaii continues to be in apparent violation of a governing federal regulation banning the importation of unroasted coffee into Hawaii and Puerto Rico. In response to formal information requests, a puzzling communication was received from the USDA that appears to indicate an informal, undocumented agreement exists between the USDA and Hawaii to ignore the requirements of the federal regulations. The HDOA has failed to meet the timelines for responding to the information request and has been ordered by the Hawaii Office of Information Practices to respond by March 18.
Education Committee Update: John Koontz reported that the farm issue related program from WestPac Wealth Partners scheduled for March 30, has been indefinitely postponed because of coronavirus concerns. At this time, it is uncertain whether the scheduled April 13 presentation by Luis Aristizabal on CBB mitigation will also have to be rescheduled.
EXPO Update: Chet and Colehour reported that because of coronavirus limitations on large crowds, the EXPO has been postponed from May until, hopefully, sometime in the fall.
Promotion Committee: Hawaii on the Hill: deferred to next month’s meeting for presentation by Bill Dwyer.
Insurance Affiliate: deferred to next month meeting for presentation by Jim Monk
Strategic Planning: deferred.
Membership Survey: There was discussion of doing a survey of members to determine what the members would like to see from the KCFA in terms of activities and programs. Suzanne will circulate the results of an online survey that was sent to members last year. Colehour will organize a committee to develop a new member survey—building on last year’s survey results. John Koontz suggested that a way to have the survey go to non-member coffee farmers as an indirect way to encourage membership be considered. Additionally, to determine why some farmers are not renewing their KCFA membership, Chet will send contact information for expiring members each month to Sandra, Jim and Bruce to seek to determine non-renewal reasons.
Committee Purpose Statements: Purpose Statements have been submitted by six of seven committees. Colehour asked the Board to review the submissions and send any suggestions for additions or changes to the statement before they are posted on the website.
Impact of Coronavirus on Farms: Cea reported that KCFA member Carolyn Witcover has suggested that it would be useful for coffee farmers to consider and discuss question of how availability of labor, access to farm inputs, shipping of coffee to customers, and more, may be affected by the pandemic. Cea will encourage Carolyn to submit a KCFA newsletter article to get us thinking about potential issues.
KCFA coffee for PR and Membership Involvement: Visibility and fundraising possibilities for KCFA and an additional market for members’ coffee. To be further discussed.
